Beth Hart - President

  • Beth Hart, currently president of the BWD Board, is a retired federal field agent with the National Labor Relations Board.  As an agent, she was responsible to research and apply applicable administrative law, conduct pre-trial investigations, chair administrative fact finding hearings, writing legal decisions, secure negotiated settlements and recommend legal remedies.  
  • Elected initially in 2010, she was reelected in 2016.  Her current term expires in 2018.

Lyle Brecht - Vice President

  • Lyle Brecht, Vice Present. Board member since 2011. Former business development executive and management consultant for both large and small businesses. Former commissioner for a rural water district in Tennessee. Former president of a community planning association in northern Baltimore County. Former policy advisor to Office of Water, U.S. Environmental Protection Agency.
  • He has advanced degrees in business from Harvard Business School and applied ecology from the University of Minnesota College of Biological Sciences.

Joe Tatusko - Secretary/Treasurer

  • ​Joseph Tatusko – Borrego Water District Treasurer  & Secretary, Elected November 4th 2014. A 35 year Borregan beginning with camping, purchase of a Club Circle East condo, and a Rams Hill home. Married 35 years to Maureen with one son Patrick.
  • I was employed for over 21 years by Pratt & Whitney Composites, Inc., San Diego and Tijuana, Mexico. Pratt & Whitney is a division of United Technologies Corporation (UTC). I retired as Vice President Engineering and helped grow the company in San Diego from 20 employees as a start-up to 150 employees over my 21 years with the company. We specialized in the design, OEM manufacturing and repair of light weight composite parts for commercial aircraft, military aircraft and engines.
  • My professional responsibilities included writing technical proposals, estimating labor hours, estimating material, tooling, design support. Justifying new capital equipment, tool design, manufacturing process planning, operator training, process improvements and budget reviews. I traveled worldwide to airlines and aircraft manufactures for design reviews, FAA component repair creation and test certification. I held secret and top secret clearances.
  • Member of ABDNHA, Anza-Borrego Foundation, Borrego Springs Friends of the Library.

Harry Ehrlich - Director

  • Harry Ehrlich was appointed to fill an open seat on the Board of Directors

          in October 2016 and was elected to a four year term in November 2016.

  • Mr. Ehrlich is a retired public administrator with thirty-seven years of experience in both city and special district management and operations. Mr. Ehrlich works part-time as a local government consultant from his home in Borrego Springs for the past three years.
  • Mr. Ehrlich is a member of the Personnel Ad-hoc Committee, Public Outreach Ad-hoc Committee and the Bond Ad-hoc Committee. Other activities include working on classic cars and RV camping with his wife, Stacy.

Ray Delahay - Director

  • Ray Delahay was appointed to the BWD Board in 2014 and has served on a variety of BWD Committees including most recently Public Outreach and Operations and Infrastructure.
  • Mr. Delahay's professional experience includes tenure as an employee of the Metropolitan Water District of Southern California.

​Special meetings of the Board of Directors are held every third Tuesday and Regular meetings are held every fourth Wednesday at 9:00 a.m. at the District office, 806 Palm Canyon Drive, Borrego Springs. Each agenda has a scheduled time for public comments and is available upon request. 

Ad Hoc committee meetings are held on an as needed basis.
